Jeremy Bardin, QII advisory board member and former Co-President of HITT Contracting, has assembled a dedicated development leadership team — naming Mark Rainey as Executive Vice President of Development Services. The move signals QII's acceleration from platform buildout into active, large-scale infrastructure delivery.
Jeremy Bardin's Role at QII
Jeremy Bardin brings 37 years of construction and infrastructure experience to his advisory role at QII, including more than two decades as Co-President of HITT Contracting — one of the top 100 largest general contractors in the United States. At HITT, Bardin led the firm's high-growth mission-critical portfolio and drove national expansion, including a standout track record in data center construction.
Within QII, Bardin advises on governance, delivery frameworks, and execution — the precise disciplines that define whether complex, gigawatt-scale infrastructure projects succeed. His decision to now personally assemble a dedicated development services team reflects the growing urgency of QII's delivery ambitions as the company moves from planning into active project execution.
Mark Rainey Named EVP of Development Services
Mark Rainey has been named Executive Vice President of Development Services at QII, stepping into a senior leadership role that places him at the center of the company's project delivery engine. In this capacity, Rainey will oversee the development services function as QII advances its powered industrial campus projects for AI factories, advanced manufacturing, and other energy-intensive operations.
The appointment is a key component of QII's broader strategy of building a team of experienced doers — leaders with hands-on track records of delivering complex infrastructure safely, on time, and on budget. QII Chairman and CEO Chad Williams has repeatedly emphasized that the company rewards operators, and Rainey's elevation reflects that philosophy in action.

The Rainey appointment is the latest in a series of senior hires as QII builds out a cross-disciplinary leadership team. The company's existing bench includes Rich Voorberg, Chief Infratech Officer and former President of Siemens Energy North America, who leads QII's energy strategy; Alex Rose, General Counsel and Chief Commercial Officer and former Kirkland & Ellis partner, who oversees legal, partnerships, and transactions; and Mark Westhoff, Executive Vice President of Real Estate.
